On January 20, 2025, Donald Trump was inaugurated as president of the United States for a second term. Within an hour, CBP One, a program developed by U.S. Customs and Border Protection to allow migrants to secure immigration appointments, was discontinued; migrants who accessed CBP One found that their appointments were canceled. That evening, he signed several executive orders relating to immigration, including blocking asylum seekers from entering the U.S., declaring a national emergency at the Mexico–U.S. border, and citing a public health risk posed by migrants through a lack of "comprehensive health information".

In the United States, an executive order is a directive by the president of the United States that manages operations of the federal government.[1] The legal or constitutional basis for executive orders has multiple sources. Article Two of the United States Constitution gives presidents broad executive and enforcement authority to use their discretion to determine how to enforce the law or to otherwise manage the resources and staff of the federal government's executive branch. The ability to make such orders is also based on expressed or implied Acts of Congress that delegate to the president some degree of discretionary power (delegated legislation).[2] The vast majority of executive orders are proposed by federal agencies before being issued by the president.

A pardon is a government decision to allow a person to be relieved of some or all of the legal consequences resulting from a criminal conviction. A pardon may be granted before or after conviction for the crime, depending on the laws of the jurisdiction. Помилование — акт верховной власти (обычно главы государства), полностью или частично освобождающий осуждённого от назначенного или могущего быть назначенным впоследствии наказания, либо заменяющий назначенное ему судом наказание более мягким. Актом помилования может также сниматься судимость с лиц, ранее отбывших наказание.
